To authorities who receive reports about this case: You are obligated to investigate and liaise with your international counterparts. “Not our jurisdiction” does not apply to cross-border trafficking rooted in fraud and forgery.
Requests to Nigerian Authorities
- NAPTIP: Open/continue a trafficking investigation recognizing the Nigerian origin (coercion, forced removal, displacement).
- EFCC: Investigate the financial crimes and forgeries that funded, enabled, or benefited from the trafficking.
Requests to U.S. Authorities
- HSI/FBI: Investigate the U.S. phase as a continuation of the crime and initiate formal contact with NAPTIP/EFCC to verify the Nigerian root facts.
- Local Law Enforcement: Preserve records; refrain from character assessments as a substitute for evidence; coordinate with federal counterparts.
Accountability Standard
- Officials are urged to respond in writing with a case number, points of contact, and confirmation of inter-agency coordination.
- Silence or dismissal will be logged on this public record.
